The flag is not
a suggestion.
Glamis has a small number of rules that are specific, measurable and actually enforced. Most of them are about being seen and being heard. Everything on this page is published by BLM, with the numbers exactly as they are written.

The reason the flag rule is so precise is sightlines. On a dune face you cannot see a machine coming up the other side, only its flag above the crest. A short whip or a missing flag removes the only warning anyone gets.

Everyone on an ATV
All persons operating or riding an ATV on public land in California must wear an approved safety helmet, regardless of age. For recreational off-highway vehicles, helmets are required for the operator and all passengers.
15 mph where it matters
A 15 mph rule applies on the sand highways within 500 feet of the named roads, and under 15 mph within 50 feet of campgrounds, people or animals. Open dunes are not the issue here; camp is.
Fourteen days
A 14 day camping limit is in effect across the Imperial Sand Dunes Recreation Area.
Green or Red Sticker
California residents must register off-highway vehicles with the California DMV and display a valid Green Sticker or Red Sticker identification tag. This is separate from your BLM permit.
Not while riding
No alcoholic beverages while riding on BLM land, and no possession by anyone under 21.
No discharge
Discharging firearms is prohibited within the recreation area.
Where you cannot go
The wilderness
is closed to vehicles.
The North Algodones Dunes Wilderness is closed to all vehicles and mechanized use. It is a substantial part of the dune system, it is permanent, and no permit changes it. Plan routes with that boundary in mind rather than discovering it at the edge.
Individual areas also close temporarily for work or protection. Osborne Overlook was closed through the end of July 2026 for parking improvements, which is a fair example of how short and how specific these notices are. Check the current ones before you travel, because that kind of closure changes without much warning.
